(i know how to change the owners of the wrong demense type, but in current format I can only gove the. However, vassals in the mayor line that own counties and above get -30 to their opinion of you for wrong government type, so you have to do a bit more to keep them happy. If a noble with other titles holds a city instead of just a vassal burgher you get this penalty.
